Advisor for the EU-Co-Financed Measure “Support to the Rule of Law in the Palestinian Territories”

Our Offer

On behalf of the German Federal Foreign Office (AA) and the European Union, GIZ is implementing a programme to strengthen the rule of law in the Palestinian Territories.

The programme comprises: (1) the implementation of a Rule of Law Facility to promote the rule of law; and (2) support to the Palestinian Civil Police (PCP) in advancing community policing and organisational development. The Facility follows a demand-driven approach designed to ensure the flexible, coordinated and accountable delivery of tailored support in the areas of procurement, capacity development and infrastructure rehabilitation.

Under Component 2, the programme seeks to strengthen the PCP’s institutional and operational capacities to deliver professional, accountable and community-oriented policing services in line with international human rights standards and rule-of-law principles. The PCP plays a central role in enabling the Palestinian Authority to ensure public safety and maintain law and order for the Palestinian population.

By promoting rule-of-law principles and supporting a transition towards more citizen-oriented service delivery, the programme contributes to PCP reform efforts aimed at increasing public trust in public institutions, particularly the police. Technical advisory support to the PCP is an important complement to the Facility, enabling advisers as well as international, regional and local experts to provide more sustained and closer support to reform efforts.

Your tasks

• Provide strategic advice and support to the Palestinian Civil Police in implementing Component 2 of the programme.
• Plan, manage, coordinate, organise and monitor project activities, including the preparation of work plans, budget management, management of contracted service providers, and the provision of technical advice and support to partners; ensure the quality of deliverables in line with the requirements of the commissioning parties.
• Collect, analyse and document project data for monitoring and evaluation purposes and maintain the project’s internal monitoring system, including knowledge-management processes. Prepare reports in accordance with the requirements of the German Federal Foreign Office, the European Union and other stakeholders.
• Support data management and contribute to establishing robust project knowledge-management practices in coordination with the overarching project structure.
• Prepare, update and maintain risk assessments in line with the requirements of the German Federal Foreign Office, the European Union and, where applicable, other donors.
• Establish and maintain networks with donors and partner institutions in the security and justice sectors; contribute to GIZ’s positioning and visibility in the sector, taking account of the fragile context and sensitive political framework conditions.
• Contribute to the further development of GIZ portfolio in the security and justice sectors, including the development of new approaches and innovative products within the area of responsibility.

Your Profile

Necessary requirements:

• A university degree (Master’s degree or equivalent) in law, social sciences, criminology, public administration or a directly related field.
• Several years of professional experience in implementing German and / or European development cooperation projects in the field of rule of law.
• Several years of experience in justice and / or security sector reform, with focus on implementing community policing programmes.
• Practical experience in police institutional reform, including organisational development, community policing, professional standards and oversight mechanisms, the establishment and implementation of community-policing liaison structures and, engagement with vulnerable population groups.
• Sound knowledge of international policing standards and a good understanding of the entire criminal justice chain and the interdependencies between its actors and institutions.
• Affinity for digital transformation topics.
• High degree of flexibility, resilience, ability to work under pressure and service orientation; strong interpersonal, communication and intercultural skills, as well as the ability to work effectively in a team.
• Strong conceptual, analytical and advisory skills, with a clear focus on high-quality implementation and business development.
• Full professional proficiency in German and English.
